Consequently, citizenship came fully into its own again; for whereas monarchies have subjects loyal to their prince, republics have citizens loyal to their state. By the same token, citizenship education became revolutionized in theory, and gradually in practice in the nineteenth and twentieth centuries when republican forms of government in nation-states came into being.

However, although the dramatic event had little effect on educational practice, it certainly did excite an unprecedented determination to write about the subject: from 1762 to 1765 alone, thirty-two publications are known to have appeared (see Palmer 1985: 48).
